Avatica 1.27.0 added unsigned accessor methods (getUByte, getUShort, getUInt, getULong) to Cursor.Accessor and added a boolean signed parameter to AvaticaSite.get(). Update ArrowFlightJdbcAccessor with default implementations and fix the AvaticaSite.get() call site.
