Subject: Account flagged – unable to update payment method

Hello GitHub Support,

My GitHub account has been flagged after GitHub Actions incurred about $0.60 in charges.
Because of the flagged status, I cannot add or update a payment method.

I am able to sign in to GitHub, but all Support forms require SMS verification,
which I cannot complete with a China (+86) phone number.

I am willing to pay all outstanding charges and request a review to unflag my
account so I can update billing information.
